At the airfield runway, Pavel will come on the radio and ask you to take a photo of the control tower. Head down the runway to take the shot, then send it to him. Once that’s done, go back to the main building off the runway, and ask the pilot to take you back to Los Santos.

If you do however find it, you have to go to one of the water towers during the scope out climb on to go to the hatch and follow the instructions on screen. Link to post
NOTE: To speed things up, you can sit down at the bridge controls on the Kosatka and select Fast Travel to move to the section of the ocean that is closest to the destination, or you can travel via land, then use Services on the Interaction Screen to send the Kosatka, then call for it again, and it will spawn in the water near read more you.
